We are looking for 01 Law Enforcement Lead (SA2), USAID Saving Threatened Wildlife (STW), based in Ha Noi or Ho Chi Minh City.
Reporting to the project’s Deputy Chief of Party (DCOP), the Law Enforcement Lead is responsible for technical management and thought leadership of Key Objective 2 of the USAID Counter Wildlife Trafficking project. The position is responsible for assessing and overseeing appropriate capacity development programs to a range of agencies responsible for addressing wildlife crime at central and provincial levels, including Forest Protection Department (FPD), police, customs, environmental police, prosecutors and judiciary to ultimately increase detections, arrests, prosecutions, and convictions. The position will be responsible for determining approaches and level of effort to apply in STW in different locations in relation to physical and online markers, border crossings, ports and airports.
- Oversee and coordinate a capacitation program for law enforcement and judicial agencies at national and provincial levels;
- Drive inter-agency law enforcement coordination and collaboration mechanisms to improve STW objectives such as the development of provincial WENs;
- With support from the project Policy Coordinator, progress the agenda on wildlife farming regulations with key stakeholders and develop policy positions;
- Drive action for improved public reporting and enforcement response to wildlife crimes including establishment and running the journalist investigative network;
How to apply
- Higher degree in conservation-related field, natural resource governance/law enforcement, environment crimes, policy administration, police and investigation study;
- At least 10 years of applied working experience in law enforcement mechanisms relevant to the major duties listed above;
- Extensive experience in evaluating capacity and providing capacity development to relevant agencies responsible for the prevention, detection, interruption of smuggling and prosecution of wildlife related cases (e.g. customs, border army, FPD, Market Control, Police, prosecutors, and courts).
